Planning, Integration, and Employment of Unmanned Aerial Systems

Concept of Operations (CONOPS) is a high-level overarching description for the employment of Unmanned Aerial Systems in the performance of mission objectives such as concerts, traffic flow, accident/crime scenes, fires, etc). Every community is responsible to establish local procedures so UAS operations are standardized across the board for everyone involved. Examples would include establishing command and control procedures, specific laws, and any restrictions pertaining to UAS operations, protecting evidence (ie, SD Cards), conducting surveillance operations, Infrared for Search & Rescue, etc. SUAS components encompass the aircraft, payload, communications, control, support, and the human interface and each subject area should be addressed.
The team consists of extremely high-level professionals who were charged with establishing and developing UAS technologies, concepts, and operational missions for the Department of Defense (DOD). They have served at the Joint Chiefs of Staff (JCS) level Center of Excellence (COE) and the Joint Counter Low, Slow, Small UAS Joint Test in Nevada.

CONOPS Team Accomplishments
- Developed the Group 1-5 classification of UAS
- When FAA Air Traffic Controllers asked DOD to define what a UAS means to the controllers and what services they need to provide, the CONOPS team assembled the brightest and most experienced Drone pilots and came up with the Group 1-5 classification of UAS.
- Created the UAS Group 1-5 “Classification Model” which is the Industry standard
- Developed the first Joint UAS CONOPS for the joint warfighter
- Developed the DOD UAS Training Standards
- Developed the first UAS integration CONOPS into the National Airspace
The members of our CONOPS team wrote and published the very first Joint Concept of Operations for Unmanned Aircraft Systems the Department of Defense which was signed by the Vice Chairman of the Joint Chiefs of Staff
UAS CONOPS Development
Unmanned Advantage Services CONOPS team wrote the initial Joint Chiefs of Staff (JCS) level publication for the warfighter to learn how to integrate Group 1-5 into the theater of operations, based on size, weight and speed. Our CONOPS team are members of the Center of Excellence (COE) who were directly responsible for writing and establishing policy on behalf of all services in the employment of UAS aircraft throughout Department of Defense DOD; training, integration, concepts, and implementation.
Unmanned Advantage Services CONOPS Team:
- Developed the UAS Groups “the standard” in use by the DOD and commercial entities
- Developed the first Joint UAS CONOPS
- Developed the DOD UAS Training Standards
- Developed the first UAS integration into the National Airspace CONOPS
- Developed 20+ UAS Concepts – many implemented by US Combatant Commands
- Developed the training standards for US Air Force Small UAS Program
Counter-UAS CONOPS Development
Unmanned Advantage Services C-UAS team are experts in the C-UAS arena. Each individual was hand-picked to participate in a three-year study at the Joint Chiefs of Staff (JCS) level, conducted at Nellis AFB. They have developed tactics, techniques, and procedures (TTPs) for the warfighter in C-UAS procedures for the Department of Defense (DOD). Our team scheduled the target aircraft for the Black Dart exercise and conducted testing and evaluation of tactical fighters against the Drone targets; i.e. were the fighters successful in detecting the drone targets?
